Construction will begin on the Pine Street Water Main on Monday, June 30.

Status Updates
September 4, 2025
The original plan to reopen Pine Street today (9/4) has been delayed due to equipment failure for the highway striping contractor. Century Traffic will be back tomorrow morning (9/5) with 2 crews and have ensured us that all of the work will be completed by tomorrow afternoon. Once all of the highway striping has been completed, Pine Street will be reopened.
After the highway striping has been completed, we will be moving the traffic control signs and the detour signs to the side of the street. They will be removed on Monday (9/8) afternoon.

August 20, 2025
The Chestnut & Pine St intersection will be closed to all but Highway 81 (Chestnut St.) eastbound traffic at least through Monday evening. Following that, it will be gravel and have work arounds for paving.
Further Traffic Updates:
- Temperley is working on the west side of the intersection. Directly under the existing storm sewer there is a concrete footing or old concrete box culvert that they were working on removing.
- D&D Superior Concrete is pouring mainline just east of Bonson Street and plan on pouring the south Court intersection. They will be pouring the last pedestrian island and curbs at Bonson tomorrow.
- Preliminary thoughts are that the final connection, south side of Chestnut, will be Monday.
- We have moved the barricades so that 2nd Street going north is open.
- We have moved "Road Closed" barricades onto Chesnut Street between Pine and Southwest Road and on Pine Street at Elm Street to help reduce the amount of traffic going through the Pine and Chestnut intersection.
- For semis navigating the intersection those that can't make the turn have been directed to go straight through to the roundabout.
August 14, 2025
Work completed in past week:
- Water main installed to just east of Chestnut Street intersection, pressure tested, and safe sample returned.
- All water services on south side between Bayley and Court have been completely replaced
- Water service to Marine Credit Union has been replaced
- All concrete work from Oak to Bayley has been completed
- The traffic loops at Chestnut intersection need to be checked for continuity before concrete pavement is replaced. Delta 3 to work with an electrician on getting it tested.
- The water softener at 45 Pine Street is still being bypassed after it plugged last week. Their service was fully replaced earlier in the week so next week Dan and Maggie will work with the property owner on getting it fixed.
- The knockouts in the pedestrian islands were not installed for the signage. Delta 3 will work with D&D Superior Concrete or some other contractor to core drill sign locations. Nick will mark out.
Discussion on opening additional side streets:
- Initially discussed opening up 4th Street once the parking lot is completed since a one-way onto Pine Street and no left turn lane required. However, Howard was hoping for an access north off of Pine Street (toward Main Street).
- Preference would be to open up 2nd Street but need left turn lane marked. Nick has some temporary striping, but is old and adhesive might not work. Decision was to try the temporary striping and see if it stick and open up 2nd Street. If it doesn't work, then wait for 4th Street.
Upcoming Schedule:
- Services on south side of Pine Street between Court and Chestnut should be completed by Friday (or Monday at the latest). Only service remaining on north side is Hartig Drug. Maggie will stop in and let them know that their water will be shut off for an hour or so either Friday or Monday.
- Work in the Chestnut Street intersection will begin on Tuesday and should be completed by Friday.
- Water will not be required to be shut off until make connection on north side of intersection (connection to 8"). The water between Chestnut and Main will need to be shut down at that time and will impact the vacant Updraft Brewery building and the kitchen/drive-thru for Steve's Pizza. Delta 3 will send Steve's an email giving them the heads up.
- Ryan would like to keep the existing valve on the south side of Pine Street west of Chestnut
- Concrete work will continue toward Chestnut Street. A gap will be required by the Post Office's loading dock. Maggie confirmed that we can just gap 1 panel of concrete and that will be wide enough.
- When Temperley is in the Chestnut intersection, we will have them look at the sink hole in the northeast corner of the intersection
August 1, 2025
With the completion and curing of the concrete pavement in the Oak & Pine Street intersection, the barricades and "Road Closed" signs have been moved so that traffic can now flow from north to south (Main to Pine). We have a message into Selco (traffic control company) about adding a temporary stop sign in the middle of Pine Street to reinforce the need to stop before traffic enters Pine Street. We will also be adding a "no right turn" sign there, a "one-way" sign to the left to help prevent people from trying to go west on Pine Street, and a "do not enter" to try and prevent people from going up Oak Street.
July 25, 2025
This past week:
Monday: Temperley put water main in the 4th / Bayley Street intersection of Pine Street. D&D Superior Concrete started prepping for concrete.
Tuesday: Temperley put in a new hydrant on Pine Street next to 4th Street. D&D poured from just before Oak Street to below 2nd Street, as well as the Northern portion of the Oak Street intersection.
Wednesday: Temperley continued to put in water main from 4th Street to Bonson Street, and D&D poured curb and gutter from 2nd Street to 3rd Street.
Thursday: Temperley put water main in the Bonson Street intersection, and D&D poured part of the lower half of the Oak Street intersection.
Friday: Temperley continued to put in water main from Bonson Street to Court Street, and they reconnected the water service for Live Well Chiropractic. D&D poured the rest of the Oak Street intersection and some curb at both the 2nd and 3rd Street intersections.
Looking ahead to next week:
Monday: Water will be shut off at the Bayley Street intersection from 8am to 4pm, those who are affected have been informed. Temperley will work on replacing the water main in this intersection and tying it into the new water main on Pine Street.
Tuesday: D&D will be pouring from 2nd Street to 3rd Street.
Both crews will continue progressing up Pine Street. As work progresses next week toward the Chestnut Street intersection, there will be times when the drive through to Marine Credit Union and the Hartig Drug entrance/exit onto Pine Street will not be passable. We will contact both of those businesses to work with them regarding the exact dates and times.
July 23, 2025
Temperley Excavating has completed the following:
- Water main between Oak and 2nd has been fully tested and we have received the safe sample. As a result, concrete pavement placement has begun
- The water main between 2nd and 4th has been filled and the pressure test today passed.
- Water main is now installed to just east of Bonson Street
- The main line concrete pavement has been poured from Oak to 2nd Street
- The curb and gutter between 2nd and 3rd has been replaced. (it was required to be replaced due to undermining)
- The north ½ of the Oak Street intersection has been poured. The second ½ will be poured Friday, weather dependent. If the weather does not cooperate, it will be poured Monday. The goal is to open the Oak Street intersection by August 1st (if the concrete is placed on Monday, we will have extra cylinders taken and broke to ensure the proper compressive strength has been achieved)
Some upcoming items:
- Removals and clean up will continue from 2nd to 4th.
- Water main will continue to be installed going west toward Bonson and then Chestnut Street
- The safe sample for the water main between 2nd and 4th will be taken in the next couple of days, which will allow for the concrete work to continue
- The pedestrian island at Oak Street will tentatively be replaced next week.
July 18, 2025
This past week:
Monday: The water was shut off to replace the valve and pipe on 2nd Street. Once this was completed, the water was turned back on. Temperley continued to replace water main through that intersection.
Tuesday: Temperley replaced the hydrant on Pine Street next to 2nd Street.
Wednesday: Temperley continued replacing water main until 3rd Street. A successful pressure test was performed on the hydrant for water main previous to it.
Thursday: The water was shut off to replace the valve and pipe on 3rd Street. The water was turned back on around 11am when this was completed. Temperley continued to replace water main past the 3rd Street intersection.
Friday: Temperley continued replacing water main up to 4th Street. They also started prepping Oak Street to 2nd Street for concrete.
Next week's plan:
D&D Concrete will begin working from Oak to 2nd Street, and Temperley will be working on the 4th Street intersection replacing water main.
July 16, 2025
Planned Water Outage On Thursday, July 17, 2025
As part of the Pine Street water main replacement project, the water on 3rd Street between Main Street and Pine Street will be required to be turned off from 8:00 am to 4:00 pm on Thursday, July 17, 2025. The water will be turned on as soon as the work at the intersection of 3rd and Pine has been completed.
July 11, 2025
This past week:
- Monday: Temperley continued to break up and remove concrete to prepare for the valve replacement on Oak Street.
- Tuesday: The water was shut off to replace the valve on Oak Street. Once replaced, the water was turned back on. Temperley then started digging on Pine Street to start with the replacement of the water main.
- Wednesday: Temperley replaced water main and a valve on Pine Street. They also tied in the Oak Street water main to Pine Street.
- Thursday: Temperley continued replacing water main up the street until the Second Street intersection.
- Friday: Temperley set up a temporary water service to Live Well Chiropractic and then continued to break up concrete until the patch in front of Live Well Chiropractic.
Next week's plan:
- Monday: There will be a water shut off from 8 am to 4 pm for Second Street while Temperley replaces the water main in that intersection. Those who will be affected by this shut off have been notified.
Temperley will continue to replace water main up Pine Street as the week progresses.
July 3, 2025
This past week:
- Monday: Selco placed signage throughout the project area.
- Tuesday and Wednesday: Temperley began saw-cutting joints in preparation for concrete removal.
- Thursday: Temperley started hammering to break up the existing concrete.
There will be no work done tomorrow as it is a holiday.
Looking ahead to next week (week of Monday, July 7):
- Monday: Hammering work will continue.
- Tuesday: The water will be shut off from 8 am to 4 pm between Second Street and Oak Street as Temperley begins replacing the water main in that section.
The rest of the week, work will continue progressing up the street beyond Second Street following the water main replacement.
June 24, 2025
Staff awarded Contract 16-25, Pine Street Repairs to Temperley Excavating for repairs from Oak Street to Chestnut Street. Work will begin on June 30 and be completed by August 29. There will be a Public Information meeting on Wednesday June 25, 2025, at 4:00 PM to discuss the project with affected property owners, businesses and residents.
Dan Dreessens will give a verbal preview of the presentation to be given on June 25 and answer questions.
Pine Street Water Main Replacement Project
Public Information Meeting #1
City of Platteville, Wisconsin
The City of Platteville will be holding a Public Information Meeting on Wednesday, June 25, 2025, at 4:00 p.m. in the Common Council Chambers at City Hall to discuss the replacement of water main and concrete pavement on Pine Street from Oak Street to Chestnut Street.
As a property owner, business owner, and/or resident of the blocks adjacent to Pine Street, you are well aware of the water main break that occurred on April 8, 2025 that caused significant damage to Pine Street and adjoining properties. The City Council and the Water and Sewer Commission have deemed that another water main break is inevitable and so have taken action to replace this pipe.
The purpose of this Public Information Meeting is to discuss the scope of the project, the anticipated duration of the project, and traffic impacts to not only Pine Street but also the side streets between Main Street and Pine Street. We will also discuss the proposed detour of west bound traffic on State Trunk Highway 81. At the meeting I will be giving a brief presentation regarding the project and impacts with a question-and-answer period to follow. The City’s Director of Public Works, Howard Crofoot, will also be present to answer any questions.
