Flood Aid for Individuals and Families (Home Repairs)
A funding opportunity is now available to assist residents affected by the August 2025 flooding events. This assistance is provided through the Community Development Block Grant (CDBG) Emergency Assistance Program (EAP), administered by Southwest Community Action Program (SWCAP) in partnership with our office and funded by the Wisconsin Division of Administration.
Overview: The CDBG-EAP program is income-based. Property owners must have household incomes at or below 80% of the County Median Income (see limits below). The program can offer:
- Forgivable Grants: For eligible major home repairs ($5,000+)—no repayment required if program rules are followed.
- Deferred Loans: Repairs under $5,000 may qualify as a 0% interest deferred loan—no payments as long as the home remains the primary residence.
- Reimbursement: Eligible repairs already completed may be reimbursed if receipts are provided.
Eligible Repairs May Include:
- Furnaces, water heaters, wells, septic systems, and plumbing
- Structural home repairs and mold remediation.
- Repairs to impassible or badly damaged driveways and privately owned culverts/bridges.
Ineligible Expenses Include:
Personal property losses, furniture replacement, basic cleanup costs, and damages to finished basements are not eligible under this program.
This funding is for primary residences only. Seasonal homes, cabins, businesses, and agricultural properties are not eligible. Homes located on farms are eligible.
2025 Maximum Income Limits by Household Size
- 1 person: $52,000
- 2 persons: $59,400
- 3 persons: $66,850
- 4 persons: $74,250
- 5 persons: $80,200
- 6 persons: $86,150
- 7 persons: $92,100
- 8 persons: $98,050
How to Apply
Residents should contact Stephanie Foreman at Southwest CAP at 608-612-6909 ext. 430 for a quick 15-minute pre-screening before completing an application. This step will help determine program eligibility. Please note that submitting an application does not guarantee assistance; income and eligibility must be verified before any repair work or reimbursements are approved.
