OFFICIAL NOTICE TO CONSULTANTS

Notice is hereby given that Notice of Intent (NOI) will be received up to 4:30 P.M. – July 12, 2019 in the Office of Director of Public Works, Municipal Building, 75 North Bonson Street, Platteville, WI 53818 for the following work.

The proposed improvement is to use the existing pavement to convert the two-lane section into a three lane-section with TWLTL. This will separate the left turning traffic from the through traffic making rear end crashes less likely. From Staley Avenue to the Water Street intersection, the existing wide shoulders used for bicycle accommodations shall have 72-inch PCC curb and gutter section added onto the existing cross section to accommodate bicycles after TWTLTL conversion. Due to increasing pedestrian traffic near the Staley Avenue intersection, the project will include a pedestrian crossing of Bus 151. The location will be dependent on the safest location as surveyed in the field due to the grades and curves involved. The crossing is proposed to be a Rectangular Rapid Flashing Beacon (RRFB) design, but the successful consultant may propose a different crossing that will provide for pedestrian safety at lower installation or annual maintenance cost. There is a 0.5 mile section that has four lanes that would have a road diet to bring to three lanes with TWLTL. Traffic counts of 7700 AADT will support this conversion. Pedestrians and bicyclists will be accommodated with upgrades to traffic signals and pedestrian friendly crossings at Water Street (STH 80-81) and Eastside Road/Mineral street. A shared use path from an existing trail to Eastside Road will accommodate pedestrians and bicyclists when the wide shoulders are removed for the third lane of traffic. The current four-lane section can accommodate pedestrians and bicyclists on pavement when the traffic lanes are reduced. The Project Limits are from Staley Avenue to Commercial Drive. No right-of way acquisition is anticipated. Selection shall be in 2019. PS&E is tentatively scheduled for August 2020 with Let date in December 2020.

The City of Platteville reserves the right to reject any or all NOIs submitted. Following the acceptance of an NOI, the City of Platteville reserves the right to further negotiate the terms and conditions of the work requirements and the form of the contractual agreement with the firm chosen to provide the services as requested in this NOI.
